2026 Legislative Priorities
For the 2026 legislative session, we are proposing the amendments presented last session (see below), along with additional amendments recently approved by the Board at their June 17, 2025, Board Meeting.
Additional amendments include:
- Removing the definitions for “engineer” and “land surveyor” (RCW 18.43.020) and putting the word “professional” before “engineer” and “land surveyor” throughout the Chapter.
- Amending RCW 18.43.040 to allow the Board to decouple the experience requirement for licensure from the requirements for taking the principles & practices (PE or PLS) examinations. Experience requirements would still have to be met before applicants could apply for a license.
The Board will be holding 3 virtual workshops to gather comments about the above proposed amendments to Chapter 18.43 RCW.

2025 Proposed Legislation
HB 1104 Updating the professional engineers' registration act.
SB 5090 Updating the professional engineers' registration act.
For the 2025 legislative session, we proposed an agency request bill to the Governor’s Office for consideration.
Proposed amendments include:
- Removal of obsolete dates
- Language update to reflect the current processes of the agency
- Amending RCW 18.43.033 to change the number of pro-tem appointments from two to three and allowing the board chair to appoint an on-site wastewater treatment system designer, licensed under Chapter 18.210 RCW as a pro-tem board member. Current language only allows licensees under Chapter 18.43 RCW to be pro-tem board members.
